Which of the following most accurately describes the problem?

AN appeal by the Premier Bus Co., Watford has been dismissed with costs by the Minister of Transport. it was against the Metropolitan Licensing Authority's refusal to convert licences for excursions and tours from Watford to Southampton and Bournemouth, to express-service licences, and to grant additional picking-up points at a London County Council estate at Oxhey and additional vehicles to Clacton, Brighton and Southend.

Respondents were the London Trans port Executive, the Railway Executive, Western National Omnibus Co., Lid., Eastern National Omnibus Co., Ltd., and Southdown Motor Services, Ltd.

It was stated that the company had been in operation since 1923, but had made few demands for additional facilities since 1933. Since then, however, there had been an increase of population, 12,000 people having now been accommodated at Oxhey. The application to convert the licences was to enable passengers to obtain period return tickets on these long-distance services. The extra vehicles were needed in one case to spread out the loadings, and to deal with a bigger demand for seats.

It was suggested that existing services to the coast were unsatisfactory because it was necessary to travel to Victoria Coach Station to join existing operators' vehicles, which added to the overall fare. ' The Eastern National LutonBournemouth service, which operated only at week-ends, was not considered sufficient to deal with the demand in an area with a population of 130,000.

Similarly, the existing L.T.E. service for Oxhey was claimed to be inadequate.

The inspector advised the Minister that there were no grounds for setting aside the Licensing Authority's decision.
