Which of the following most accurately describes the problem?

DECLARING that it was entirely outside the scope of the Licensing Authority's function to prepare fare tables and impose them on an operator, Cheltenham and District Traction Co., Ltd., recently appealed against the grant of a fare table drawn up 1:17 Sir Arnold Musto, Western Licensing Authority. No other Authority had acted in this way, stated the concern's representative, Mr. T. D. Corpe.

On the result of the appeal depends whether the undertaking will introduce its own revised fares or the Authority's.

The Authority had publicly requested all companies in the area to submit proposals for the revision of their fare tables based oa sliding scales. " We view this direction from the Authority with the greatest alarm," said Mr. Corpe.

The sliding scale proposed for the company had "no rhyme or reason," he continued. There was no way of telling what revenue the new fares would produce.

C HIRING: WARNING TO HAULIERS

"ACCORDING to my information, PI. he has used his vehicle almost exclusively for C hiring purposes and has not exercised the conditions of his B licence to any extent, if at all. Obviously, a haulier who has an A or B licence and ceases to use the vehicle under the terms of his licence cannot go over to C hiring and expect to retain his A or B licence.".

The Scottish Deputy Licensing Authority made this observation, last week, when Messrs. A. and W Nicol, Kintore, applied for the continuation of their B licence. The application was withdrawn. "1 hope this warning will reach those hauliers who may be under a misapprehension on this subject, as I am certain thai many of them are treading on thin ice," he commented.
