Which of the following most accurately describes the problem?

AN order for buses which overshadows even that of Glasgow Corporation has been given by Birmingham Corporation to the Daimler Co., Ltd. On December 13, the municipality ordered 135 Daimler Fluid Flywheel chassis. 100 of which are intended to serve as the bases of doubledeckers.

This is the fourth repeat order received by the Daimler company from Birmingham Corporation, and, when the vehicles are delivered, the MUlliCipality will have 275 Fluid Flywheel buses out of a total of some 500 machines. The new buses will have Gardner five-cylindered oil engines and will be of a type which has already travelled over 1,500,000 miles on Birmingham's routes.
