Which of the following most accurately describes the problem?

From our Industrial Correspondent THE first £1,000-a-year busmen are to start work in London in the autumn. They are the drivers of the first batch of one-man operated buses to operate in the "red bus' central area.

Under the recent pay settlement they will receive a special 15 per cent allowance of £2 2s. plus another ld. per seat per day, worth about 17s. a week, in addition to their normal rostered earnings of £17 8s. a week There will be 30 one-man buses in the first instalment, operating on seven routes. Ultimately there will be 600 of them in the central area; the others will be introduced at three-monthly intervals. They will replace two-man buses on routes which are not paying their way and which otherwise might have to be reduced or taken off because of the high operating costs.

The introduct1on of these buses from October 21, when the winter timetables come into force, was agreed by a small sub-committee of London Transport officials and busmen's leaders which has been charged with carrying into effect the technical efficiency proposals of the pay settlement. But so far they have not discussed any of the major innovations, like front-entrance and "standee" buses.
