Which of the following most accurately describes the problem?

THE SCOTTISH 0-LICENCE held by DFDS Transport has been cut to one vehicle and one trailer for two weeks after an investigation sparked by a tip-off toVOSA.

Scottish Traffic Commissioner Joan Aitken cut the licence for 22 vehicles and 20 trailers after hearing a transport manager for the Glasgow-based company allegedly threw tacho charts in a bin.

Traffic examiner Joseph Logan said he received an anonymous call claiming DFDS drivers were having difficulty in keeping up with orders and were asked to exceed drivers' hours limits.

The anonymous caller alleged that when driver Jerry McClory brought the matter to transport manager Robert Eadie's attention, he threw the tachos away. McClory recovered the four charts and sent them to Logan. They all had incomplete centre field entries. Under cross-questioning, Logan admitted there was no evidence drivers were exceeding hours limits on the four charts.

Logan later visited the depot and interviewed Eadie who blamed drivers for not returning charts. The transport manager said it was "100% not true" he had thrown documents in the dustbin. The transport manager was later replaced on the Scottish licence.

The TC said the investigation had been hindered by the failure to produce sufficient charts. Noone would ever know whether the charts sent to the traffic examiner were taken from the bin or desk.
