Which of the following most accurately describes the problem?

• The permits for UK hauliers travelling to Italy have been increased from 20,000 to 23,000 following negotiations, junior transport minister Peter Bottomley has announced.

The extra permits will be allocated to hauliers who made good use of their permits last year and also those who have no permits, but who can show they have loads.

Bottomley said that the increase was welcomed — but was not enough. Restrictive quotas distorted free competition and caused tumeccessary delays and costs. "Any UK haulier should be able to go to Italy whenever he wishes."
