Which of the following most accurately describes the problem?

HEAVY GOODS vehicles in use in 1985 could reach similar proportions to the pre-recession figures of 1979, according to the British Road Federation's latest report on basic road statistics.

It predicts between 550,000 and 590,000 hgv on the roads in 1985, compared with 570,000 in 1979. The report says that light goods vehicles will enjoy a come back to 1.3m on the road in 1985, compared with 1.2m in 1979.

General traffic has also increased dramatically over recent years indicating the "tremendous and growing pressure" on road space, it said.

Freight tonnage carried by road between 1970 and 1982 fell 16bn tonnes to just under 14bn tonnes. But the tonne/km figures increased from 85bn to 100bn, the report said.

This reduced tonnage of freight is travelling much further as distribution patterns change.
