Which of the following most accurately describes the problem?

HAULIERS who have made maximum use of their existing West German permit allocation are being given special consideration with the issue of extra permits this year.

The Department of Transport has announced details of the allocation arrangements for a 10 per cent increase in the UK/West Germany quota.

A 15 per cent increase will be made in the allocation of permits to companies which have made at least 85 per cent use of their 1983 permits.

Others will be issued to companies which use the West German co-operation scheme or road/rail services without a permit allocation, and who have either provided a minimum of five return loads or made at least five journeys on the road/rail scheme by the end of last year.

In addition, hauliers who use the road/rail scheme will be allocated two, rather than one permit, which may be used for journeys either to or through West Germany.
