Which of the following most accurately describes the problem?

KAMMAC TRUCKING is being recalled to public inquiry on May 15 by North Western Licensing Authority Roy Hutchings.

The grounds for the recall are that the company made a false statement about the position of its self-employed drivers, either knowingly or unknowingly, to obtain a licence. The recall follows a representation to the LA from the Department of Health and Social Security.

Kammac, of Burscough, Lancashire, was called to public inquiry 18 months ago after the Road Haulage Association objected to its licence application. The RHA wanted clarification on the legality of Kammac's method of operation, because many of its drivers were considering making their drivers selfemployed.

The RHA's objection failed, and its appeal to the Transport Tribunal was dismissed last month (CM March 10).

Kammac's business has grown rapidly in recent years, and it now has around 30 artics working regularly, including 20 of its own.
