Which of the following most accurately describes the problem?

THE FREIGHT Transport Association, in conjunction with the Local Government Training Board, has arranged a series of seminars for local authority transport management staff to guide them on the legal position on special vehicle exemptions.

This follows several public inquiries over some local authority decisions to ignore vehicle maintenance altogether to keep within Government spending limits. The Licensing Authorities concerned came down very heavily on these local authorities, and said that unless these cutbacks were quickly reversed they would lose their operators' licences.

The seminars are aimed at clarifying the situation and topics covered will include the legal framework; the local authority viewpoint, the development of an adequate maintenance system; and transport costs.

Seminars take place at Bristol (May 22); London (May 29); and Coventry (June 19).

Speakers will come from within the FTA and a leading local authority. Seminar fee is £65 plus vat per delegate for FTA members, and £75 plus vat for non-members.
