Which of the following most accurately describes the problem?

MERSEYSIDE Chamber of Commerce and Industry has called for the relaxation of restrictions on the passage of quantities of liquified petroleum gas (LPG) through the Mersey road tunnels.

In a letter to Transport Minister William Rogers, the Chamber complains that the Ministry and the local authorities are each trying to get the other to be the party to make a new ruling.

In the meantime tight restrictions on the quantity of LPG that could be taken through the Mersey Tunnels remained in force.

Present restrictions prohibit LPG from the tunnels except for 100lb in cylinders up to 10Ib capacity or 721b cylinders up to 36Ib capacity. These restrictions prevented the use of LPGfuelled vehicles in the tunnels and thus inhibited increasing use of this alternative fuel to petrol.

In 1974 the Department of Transport said that tunnel regulations were a matter for local authorities. During the last four years discussions between the transport industry and Merseyside County Council had continued but the county said it would not make a move unless the Department gave a lead.
