Which of the following most accurately describes the problem?

LANCASHIRE'S agency agreement with Ribble has been extended to Preston, but another fares reduction experiment in the same area has been dropped.

Since last Sunday, Ribble services in Preston have had some fares reduced by between 3p and 12p.

The scheme — the fifth to be introduced in the county — will allow all bus service decisions to be taken by Preston Borough Council within county policy guidelines.

At the same time, a 25 per cent fares reduction on Ribble's Preston-Great Eccleston route was abandoned saving £4,100 a year. A county council spokesman said that the fares did not generate sufficient income to finance the reduction.
