Which of the following most accurately describes the problem?

• Sixty charges brought by the Yorkshire Licensing Authority against Mr Ernest Frank Cobberdale, a haulier of Church View, Silver Street, Riccall, nr York, and two of his drivers, were adjourned indefinitely by Ouse and Derwent magistrates at York this week after a submission by the defendants' solicitor. Mr M. A. Atkin, that he had only been made aware of the details of the charges on the day of the case.

The charges included 25 of using a vehicle without an 0 licence and seven of operating vehicles without a current test certificate. Although the prosecution had arranged for a number of witnesses to be in court Mr M. Patterson, for the DoE, said he did not object to an adjournment but commented that it was surprising the defendant had only sought advice on the day of the case when summons had been served on March 22.
