Which of the following most accurately describes the problem?

• Skipaway, the Chatham waste disposal firm, had its fleet of six vehicles cut to four under Section 69 in Maidstone before the South Eastern LA last week.

Mr Terence Butler, who represented the company, was told by the LA, Maj-Gen A. F. J. Elmslie, that he would not be allowed to use two of the six vehicles specified for four months beginning April 24 and that his authorization for eight vehicles was being cut to six.

Maj-Gen Elmslie heard Mr Butler had no appropriate facilities for maintaining his vehicles, and on January 11 he was fined £.30 for having vehicles which were not in a good condition.

Mr Butler, who said he performed work for a number of big organizations, including local councils and builders, said he proposed moving to a new site in Luton.
