• The closure of laybys is posing a threat to HGV drivers who need to take rest breaks and are forced to travel further to find a stopping place, says the Road Haulage Association. .

RHA south-east area chairman Roger Wrapson is concerned that laybys are being closed because of "a certain perceived nuisance value, without realising the problems this gives CVs".

Wrapson has written to councils at county, district and parish level, to point out the importance of sites for drivers to take the breaks required by law: "We think there's a plan to close laybys on the A23 and there's nowhere to stop on the M23. Often we don't hear about these plans until it's too late," he says. A spokesman for Kent Council's highways department, which recently closed laybys on the A2 on instruction from the DTp, says that concern over safety is the usual reason for shutting a layby. Councils wishing to close laybys must follow certain procedures depending on the type of road, says the Association of County Councils.
