Which of the following most accurately describes the problem?

• South Yorkshire Transport has set up an independent operational unit at its Doncaster depot by drafting in new buses and converting three routes. Called Doncaster Mainline it uses 50 SYT drivers.

The new unit has 23 buses: 12 brand new Volvo BlOM single-deckers and Doncaster's 11 most recent Dennis Dominator double-deckers which have been refurbished. The fleet is finished in a grey and red "Mainline" livery, The company plans to implement a rolling programme of route conversions with separate units being set up for new groups of routes.
