Which of the following most accurately describes the problem?

AN INDUSTRIAL tribunal last week compelled Cumberland Motor Services Ltd to re-engage a bus conductor, sacked for giving a passenger a blank ticket. The conductor was sacked in June after a woman passenger complained of being given a ticket without a price on it. At the tribunal, held in Carlisle, Mr Phillip Hayward, for the company, said that it was policy to dismiss employees if a ticket irregularity was not explained. '

In evidence to the tribunal, the passenger concerned said that the bus was eight minutes late leaving and she thought that the conductor had been drinking and was unsteady on his feet. She told him that she would report him for giving her the ticket which ,had three noughts printed on it instead of the fare, which was 8p.

The conductor denied that he had been drinking and said that he had made a mistake. He had offered to replace the ticket but the passenger had refused.

The tribunal found that Mr Bell had been unfairly dismissed and ordered the company to re-engage him.
