Which of the following most accurately describes the problem?

UNFAMILIAR road fund licences are appearing on commercial vehicles as the result of a strike by personnel in HM Stationery Office.

Since last Monday, vehicle excise licences have been issued from emergency stocks at the Swansea licensing centre to applicants renewing a licence or registering a vehicle for the first time. Although differing in appearance from the conventional licence disc, they are equally as valid.

• The strike has also prevented the printing of bilingual licences for issue in Wales. Here, English language licences will be issued.
