Which of the following most accurately describes the problem?

4.61 What is the true essence of integration? In my view there is no question of mystique. Neither is it a magical solution of all transport problems comparable with a detergent which (like all other detergents) is guaranteed to wash everything whiter than white. It is useless as a slogan emblazoned upon a banner that is raised in the name of some sacred cow. It is not the wisdom of the ages handed down in tablets of stone. It should not be a doctrine that is supported or opposed with blind faith on party political grounds. It is in essence plain common sense; it is doing things that a prudent businessman will do when the same problems arise on a smaller scale in his own business—the commonsense course of linking like businesses with like; and like activities with like; and making one mode complement another. Indeed, linking together in a sensible way all the different strands of his business—not because he believes in sacred cows but because of his in-built determination to get the best out of his business.
