companies and road hauliers is essential for the well-being of all—providers and users, and the country's economy as a whole. There is the important safeguard represented by the financial duty placed on the NEC and the fact that, as the White Paper says, the road haulage and Freightliner services must he operated on a commercial basis from the start_ 1 have referred to the possible need for safeguards to ensure that the iron bridge is open to all on equal terms and subject to this it would seem that the relationship between hauliers and NFC companies will be the same as that which happily exists between hauliers and the THC companies today.

4.29 Indeed, by and large, they will be the same companies with the same managers; and it is to be hoped that they will continue their membership of the RHA. To all intents and purposes the scene will be the same on the day after Vesting Day as it was on the day before.

4.30 The THC companies have always been anxious to stand on their own feet without fear or favour, and seek no privileges. This is a situation which one may hope will continue.
