Which of the following most accurately describes the problem?

The 32 ton BV69/32 PTR Beaver Tractor is fined with the new 690 Leyland diesel, which is a turbocharged version of the well proven 680. Power has been boosted from 200 bhp to 240/260 bhp increasing the tractor's power-to-weight ratio to around 8 bhp per ton while maintaining fuel economy. One of the most outstanding features of this model is the 5-speed semi-automatic gearbox with integral splitter unit to give 10 forward speeds. Two pedal trucking relieves the driver of exerting pressure of 60 lb. on the clutch pedal at every gear change. The Beaver also has an epicyclic hub reduction axle and a new lockable differential. The Beaver tractor meets the braking requirements of the proposed Code of Practice with powerful air brakes and new spring type emergency and parking brakes. A load sensing device is fitted. With these new units, more people than ever will be backing Beavers ... why settle for less ?
