deadline of August 2004 for the final adoption of smart-card digital tachographs on new trucks, but agreed to postpone it for 12 months when it became clear that neither the manufacturers nor equipment providers or enforcement authorities were going to hit that deadline. However, further bureaucratic delays meant the second August 2005 deadline also effectively slipped, with the Commission subsequently saying that member countries do not have to enforce the new rules until 1 January 2006
