Which of the following most accurately describes the problem?

SOME international hauliers think wrongly that they are unable to transfer permits to another haulier on a temporary basis. This emerged at a recent meeting of the Road Haulage Association's international group.

International Road Freight Office manager Phyllis Thompson confirmed that there has been no change in the law.

Both the companies involved in the transfer are required to write to Ho agreeing to the transfer. The receiving haulier must hold an international operator's licence.

Permits may be transferred temporarily or permanently.
