Which of the following most accurately describes the problem?

MPs INVESTIGATING the future of toll charges on estuarine bridge and tunnel crossings should also look at the anomaly of toll-free arrangements being planned for the East London River Crossing, Freight Transport Association president Dennis Hutchings said last week.

at in Mr Hutchings was speaking the FTA's East Riding dinner Hull and referred to the Corn mons transport committee's forthcoming inquiry into tolls policy.

He said he wanted the committee to consider that the free passage proposed for the East London crossing was a better deal than the tolls charged on the Humber Bridge.

All estuarine tolls should be abolished, in any case, Mr Hutchings argued. He said that the £7bn surplus tax generated by road users amounted to a "bizarre and ludicrous backcloth" to the charging of tolls.
