Which of the following most accurately describes the problem?

A LORRY driver who insisted that in 16 years nothing had happened when he was driving reels of paper between Montrose and Aberdeen, agreed with Sheriff Johnston at Stonehaven Sheriff Court that something could have happened had he had to make an emergency stop.

In a continued case, driver Harry McCombe admitted having two reels of paper not properly secure on his load of other reels and was fined £30.

The Prosecutor Fiscal said that each of the reels of paper weighed half-a-ton. Sheriff Johnston told Mr McCombe: "You are supposed to ensure the load is so secure that it does not fall off."
