Which of the following most accurately describes the problem?

ROAD transport activities of the corn trade should be excluded altogether from the quantity licensing proposals. This plea to the Minister of Transport has been made by the National Association of Corn and Agricultural Merchants.

NACAM says rail services are few in rural areas and vehicles are often specialized for feedingstuff and fertilizer traffic. Urgency of deliveries often makes direct road transport essential.

The Association has also told Mrs. Castle of "deep concern" about likely effects of drivers' hours cuts. It stresses that the daily spreadover limit would seriously hit the labour stituation in agriculture, where in busy seasons drivers help in seed warehouses, granaries and similar premises.

NACAM asks for flexibility in applying new rules.
