Which of the following most accurately describes the problem?

THE Road Haulage Association this week opened a campaign to secure traders' continued freedom to choose how best to send or carry their goods. On Monday the first shot was fired by the Association's director-general, Mr. G. K. Newman.

He told an Edmonton, London, audience of more than 250 hauliers, traders, lorry drivers and members of the public of the menace inherent in Mrs. Castle's plans.

He said that at the TRTA Conference in Blackpool last week Mr. Stephen Swingler, Minister of State, had "inadvertently let the cat out of the bag". Mr. Swingler had said: "The country simply cannot afford to see all this money (invested in Freightliners) wasted because some people refuse, whether through ignorance or for some other reason, to spend their money sensibly when buying freight transport".

Change of plan The RHA announced on Tuesday that because of the sudden illness of his wife, Mr. George Wilmot will not be speaking at the Association's annual conference next week. His place will be taken by Mr. Peter Haxby, RTITB training director.
