Which of the following most accurately describes the problem?

A FINAL DECISION has yet to be taken on whether 38-tonne lorries will be able to use the Severn Bridge, but Government officials are trying not to spread alarm.

While strengthening work is likely to affect the bridge (a key link in the M4 London-South Wales trunk route) for most of the Eighties, no decision has yet been taken about whether heavier lorries will fall victim to this.

A Central Office of Information spokesman told CV/ this week that there is no reason why 38-tonners should automatically be banned, but much depends upon the detailed recommendations of consulting engineers Flint and Neill Partnership, which is investigating the full condition of the bridge.

The spokesman added that the DTp could not make a final decision until "it had studied the 38 tonne lorry Regulations".
