Which of the following most accurately describes the problem?

LONDON TRANSPORT is losing about £1 million per year thanks to commuter coach services. It says that 20 daily coaches serving central London from the north-west of Greater London, including the Amersham and Chesham areas of Buckinghamshire are doing all the damage.

The "problem" arose out of the 1980 Transport Act and the threat of industrial action to the railways and has been exacerbated by the high fares produced by the Law Lords' decision.
