THE legislation extending travel concessions seems destined to be known as the Short Act—not just because of its brevity, but also because this proposed change in the law has been associated for years with the name of Mr. Edward Short, the Chief Whip. It was not only his Party colleagues who recalled Mr. Short's efforts when the Commons discussed the Bill last week. Among the Tories who mentioned the matter was Mr. Thomas Galbraith, until October a junior Transport Minister.
"1 would like to pay tribute to the
author of the Bill ", he said, as although the voice that moved the Bill was that of the Minister of Transport, the hand behind it was clearly that of the Patronage Secretary (Mr. Short). After. nearly 10 years of hard work it must be very satisfactory to him to see his ideas at last fully clothed in legislative form."
