Which of the following most accurately describes the problem?

N"scales of wages for road haulage workers, embodying all-round increases on those now in force, come into operation on Monday next, November 23. There is also to be an increase in subsistence allowances. The new scales are set out in detail in R.H. 12, copies of which should, by now, be in theehands of every operator. The alterations may be summarized as follow:— Drivers of all ages, engaged on longdistance services, are to receive an increase of 2s. 6d. per 48-hour week. The same applies to mates on steam wagons in the London area. Drivers who are over 21 years of age and who operate from the London area or in a Grade I area are to receive an increase of 2s. Bd. per week. Those in -a Grade II area receive 3s. per week, and those in a Grade III area 3s. 601. per week. The same increases, grade by grade, are to be paid to foremen, removal packers and porters of 21, years of age and over, who are engaged in the furniture, warehousing and removing industry. Statutory attendants under 18 years of age, drivers (except those on longdistance services—see above) and other road haulage • workers under 21 years of age, are to receive increases of half the above amounts: that is, if they operate from the London area or in a Grade I area, the increase is to be Is. 3d. per week; if they be in a Grade II area the increase is to be Is. • bd. per 'week; ,if • they be in a Grade III area the increase is to be Is. 9d. per. week. Paymeitats on account of subsistence are to be increased.When a worker's period of rest occurs' away from his home depot he shall be paid 9s, in respect of each period of rest not exceeding 14 hours' continuous duration. This compares with the -7s. d. now now in force, which in view of the diffiCuIties of obtaining suitable accommodation was-barelyadequate.
