Which of the following most accurately describes the problem?

• We hear much in this industry about environmental costs and taxation to cover such costs. In the rail vs road equation, does the Government have figures (perhaps a percentage against road) to show the environmental cost of a consignment A to B, bearing in mind that rail has to be helped by road with an average consignment?

Most importantly, as rail is championed by not being penalised with heavy environmental taxes, I am most interested to hear how the government "costs" the environmental impact of the decommissioning and disposal of the nuclear plants, etc, that supply the fuel for many rail journeys.

If these costs are not immediately to hand surely it shows a very ill-thought-out transport policy with a live-for-today mentality—or should I say tax for today?
