Which of the following most accurately describes the problem?

I have been reading a speech by Robert A. Kaye, Bureau of Motor Carrier Safety, US Department of Transportation, in which he said a Notice of Proposed Rulemakirr; .s to be issued. One proposal: drivers should be required to prepare a written pre-trip vehicle inspection report in addition to the post-trip report needed at present.

Copies of the reports for the past 30 Ll2vs would be required on board Ee vehicle. Before operation n4 i•ie vehicle, carriers would be rerred to correct any safety-related CietiCiency noted on a pre-trip or post-trip report, or to determine that no correction is necessary. I wonder what the TGWU would have to say about that.
