Which of the following most accurately describes the problem?

Iver, Buckinghamshire, has put in an application to extend its 0-licence after a diversification into tankers late last year paid off.

The firm, which is headed by MD Keith Williams and celebrated its second anniversary on 1 June, recently extended its 0-licence to 15 vehicles and has now put in a request for another 10.

Williams, who sold Comet Tankers to Pims Group in 2009, returned to the tanker market after the expiry of a restriction on doing so, which was enforced after the sale.

Specialising in drainage services, including removal of waste from pumping stations, sewers and airside work at Heathrow Airport, Tomato Plant subcontracts for water companies and a client that provides toilets for major events. "We have seven tankers now, rigids and three artics, and all our drivers receive Street Works [qualification] training so we're all multi-skilled," said Williams. "I'm pleased with how it's going."
