Which of the following most accurately describes the problem?

an articulated lorry that struck an 11-year-old girl, leaving her with head injuries, has been found not to have been at fault. The incident, which occurred in Ashford, Surrey on 10 June shortly after 8.30am, resulted in an appeal by the police which attracted a "remarkable" public response.

CCTV images of the white artic on the B3777 Feltham Road were Tweeted and posted on Facebook, leading to the swift identification of the driver.

But PC Phil Dix of the force's roads policing unit said the driver wasn't to blame: "People contacted Surrey police, identifying the logo on the door of the LGV. We have [identified] the vehicle and the driver and established what happened. The girl involved has been extremely lucky and has relatively minor injuries, so good news all round."
