Which of the following most accurately describes the problem?

• A raft of new security measures to thwart illegal immigrants has been unveiled in Dover by Home Secretary David Blunkett—but critics say it's a waste of money because the tighter security is needed in France.

Among new technology is a seismic sensor which the immigration service is using to detect the heartbeat of stowaways. A gamma scanner which gives the image of the inside eta vehicle is due to come on-line next week.

Blunkett believes this technology will help reduce illegal immigration. "Effective harder controls are essential to make sure that only way to those who have a right to be here are allowed in," he says. However, Road Haulage Association chief executive Roger King has blasted the move, pointing that by the time stowaways arrive in Dover, it's too late.

"The government should have invested in this in France," he says. "It's just stupidity There's no point in detecting stowaways at Dover—it's shutting the door after the horse has bolted."
