Which of the following most accurately describes the problem?

Reading Bryan Jarvis's article 'Rolls Choice' ( CM30 May5June) I almost suffered heart failure when I read: "According to Construction &Use Regulations which came into force on 1May, all trailers over eight years old must have an antilock braking system (ABS) powered by an ISO 763B connection."

I would imagine that 90% of hauliers reading this statement felt the same as there cannot be many of us who can boast that our entire trailerfleet is under eight years old.

Fearing that a sizeable proportion of my trailer fleet was suddenly redundant I obtained the actual regulationE from the HMSO website. If you read the explanatory notes, what the rags say is: "The regulation imposes a requirement for trailers over eight years old, which are subject to notifiable alteration or major rebuilding under regulation 30 of the Goods Vehicle (Plating and Testing) Regulations 1988 t be brought up to the latest braking standard applicable at the time of rebuilding".

In other words our older trailers are perfectly all right as they are, without ABS, providec we do not make any notifiable alterations to them. I would be grateful if you would confirm thE my interpretation is correct. Neil Brockless, Hallett .gbermann, London.

Editor's reply: Sorry about the shock Neil, and of course you'ri dead right. Your elderly trailer are fine, so long as you aren't planning anything that would qualify as a notifiable alteration.

Naturally, this doesn't necessarily mean changing their braking systems—it conk be anything from a chassis change to simply altering tyre sizes.

As you rightly point out, Cal's Amendment it states tha as oil May 2002, any trailer over eight years old, that may be the subject of any sort of notifiable change, will at the same time have to have its braking system, brought up to new-trailer build standards.

Details are set out in the Vehicle Inspectorate's Memo 15/02 (HGV). The VI also has an excellent free (while stocks last) guide to ABS and EBS.
