Which of the following most accurately describes the problem?

• With reference to the article about academics at Leeds University calling for a higher truck tax (CM 9-15 May): as an operator of 30.49-tonne, four-axle rigid tippers I take exception to their broad statement.

We sustained a heavy loss in 1990, on top of paying an extra punitive sum for our class of lorry in the 1990 Budget. It appears we have a number of opportunists in this area not paying the road fund tax at the present rate; they are prepared to wait until apprehended by the enforcement agencies who seem to be unable to concentrate and capture the majority of the culprits.

We have, it appears, academics suggesting a higher fee so that more can disregard the law without thought to the consequences. Surely it would be better if a sensible tax could be introduced on fuel at a reasonable figure. If everybody paid, the actual tax would be comparatively lower.
