Which of the following most accurately describes the problem?

• Peter Phillips, group transport controller of Cheshire-based international hauher STD Transport (Marple), which has collapsed with massive debts, is believed to have gone to France with his wife and children.

In April North Western LA Martin Albu refused to convert STD's 10-vehicle licence from national to international status. He was dissatisfied with Phillip's repute because he had failed to appear to offer explanations for a number of matters (CM 11-17 April). STD's vehicles have been repossessed and its 35 employees, who had had no wages for a month, are owed more than £50,000.

An investigation started after it was discovered that cheques had not been honoured. Soon afterwards Phillips and his family disappeared in a firm's Range Rover. The company's founder, Torn Eyre, traced Phillips to Brittany and returned with the Range Rover, which was later repossessed.

Eyre said that Phillips had been trying to negotiate a Lim share issue for STD, but that plan had been halted. He and his son Steve were now destitute and were likely to lose their homes, which were put up as collateral against bank overdrafts. D Lancashire police are seeking a warrant for Phillips arrest following his failure to appear at Preston Crown Court to answer unconnected deception charges.
