Which of the following most accurately describes the problem?

CLOSURE of the Lebanon's Ministry of Public Works from May 13 to 30 has been given as the reason why a British operator's vehicle was held for a long period at Beirut docks (CM June 13).

The ministry, which authorises permits for trucks in transit, was in the centre of the fighting zone during recent Beirut troubles, CM has been told by the managing director of Sutch and Searle Shipping Ltd. This company is the UK agent for the Marseilles-Beirut vehicle ferry service.

Normal formalities, say Sutch and Searle, take 48 hours, and the company does not accept the explanation that the delay was an attempt by the authorities to make an example of the British operator concerned in the reported case.
