THE appearance of new Construction and Use Regulations is always of great interest to the transport operator. As new regulations of this kind consolidate all the old law on the subject it is a little easier, for the time being, to look up any point in the Regulations, as no account need be taken of amending legislation made between the issue of one set of Regulations and the next. Rest assured this state of affairs will not last very long!

The new law, the Motor Vehicle (Construction and Use) Regulations 1969 came into effect on May 1 1969 and can be obtained

from Her Majesty's Stationery Office, price 9s 6d.

The one main change made by the new Regulations concerns tyres. A broken down vehicle or a vehicle which is proceeding to a place where it is to be broken up are exempt from the regulations provided they are towed and 20 mph is not exceeded. A pedestriancontrolled works truck is now exempt from the provisions concerning the tread pattern on tyres.

The exemptions for vehicles heading for the scrapyard is welcome as obviously one does not want to fit a good tyre to comply with the law just for this last journey.

The amendments to the old regulations consolidated in the new ones include those dealing with the increase in permitted length, windscreen washers, limitation of noise and the condition of tyres.
