Which of the following most accurately describes the problem?

• Work will start soon on building the third stage of the Tilbury Docks Approach Road. Mr. Marsh has authorized Essex county council to accept the £1.107.828 tender of Balfour Beatty and Co. Ltd. for carrying out the work.

Stage 3 completes a route of 24ft wide dual-carriageways from Daneholes roundabout on Al 3 at Grays via Thurrock Marshes to Tilbury Docks, enabling the heavy docks traffic to avoid Hairpin Bridge and the built-up area of Tilbury. The scheme includes the building of flyovers at Marshfoot Lane and Chadwell Road and a roundabout at Little Thurrock Marshes.

Full completion of the Docks Approach Road will be achieved by the scheme's final stage (Stage 3A), involving the building of a new roundabout at Daneholes, with additional link roads to Blackshots Lane and Rectory Road. Preparatory work for this part of the road is in hand with a view to completion of the whole scheme by late 1970.
