Which of the following most accurately describes the problem?

• The Road Transport Industry Training Board has amplified its proposals to Mrs, Barbara Castle, Minister for Employment and Productivity, in relation to the limitation of grant to 150 per cent of levy paid (CM April 1 1 ).

The limitation to 150 per cent excludes grants for special training projects such as group training schemes, the provision of new training places, grants for training officers and instructors, awards for educational successes and for travel and subsistence costs incurred for training purposes. In the new proposals the Board recommends that apprentice grants he removed from the grant limitation, the effect being to dispel fears expressed that the Board would no longer adequately support the full-time integrated training of apprentices. The new plans would enable the Board to pay up to £360 a year for an apprentice undertaking a 24-week full-time course.

The rate of grant for first-year apprentices on integrated courses will he limited under the new proposals to E3 a day and for other forms of off-the-job training (day release, etc.) to £2 a day.

The annual rate of grant for on-the-job training of apprentices will be reduced to £60, no on-the-job grant being paid for apprentices on integrated courses.

Where apprentice grant is claimed outside the limit, the total of all other grant—normally subject to limit—will be limited to 50 per cent of levy paid, but employers will have the option of having apprentice grant included within the 150 per cent limitation with no separate limit applying to other training.

When an employer who has exhausted his entitlement to grant sends an employee to off-the-job training at a Board-sponsored training centre, such as a group training centre, grant will continue to be paid at half the normal rate.

Hence, the main effect to these modified proposals will be to ensure that grant is paid for every apprentice who is receiving proper training and regular release. The Board believes that these rates of grant will continue to provide adequate incentive for apprentice training while ensuring that the grant expenditure will not exceed the amount of money provided by the levy propos-els already in the hands of Mrs. Castle.
