Which of the following most accurately describes the problem?

APLAN to save £5,000 a year on the operation of Reading Transport Department was approved by 'Reading Town Council recently. Proposals had been formulated by a subcommittee of the transport committee in a report.

This stated that £15,000 would be lost in the financial year 1951-52 and a similar sum in 1952-53. By March, 1953, reserves would probably be reduced to £23,000. Measures proposed to cut costs, and possibly stave off having to apply to raise fares, included the curtailment of some services, that vehicles when not required be hired to local coach proprietors and that central administration expenses charged against the department be reduced. No suggestions were made in regard to workmen's fares.
