The Commissioner had bee. considering whether to impost a condition prohibiting Nationa Welsh from operating some oi any local services, and whetlu to order it to repay around £60,000 in fuel duty rebate grants, following 249 complaints about its local services During the hearing, Nationa Welsh admitted that 13 of the complaints were justified, but denied 146 of the complaints and maintained that a further 45 had been too late for meaningful investigations (CM 18-24 May/1-7 June).

In his decision, Sullivan said it was obvious that the serioui allegations made had been responded to by National Welsh in a very thorough and responsible way.

Sullivan said he would not impose any conditions becausf this was the first time there had been a full investigation into the allegations.
