Which of the following most accurately describes the problem?

• Though announcing his intention to renew the licence held by Caldicot, Gwent-based Hillard Blake Transport for 10 vehicles and 12 trailers, South Wales Licensing Authority John Mervyn Pugh has ordered that the grant should not take effect for 21 days. During that time the company must produce certificates from an outside contractor in respect of each vehicle and trailer, stating that they are in good condition and capable of passing the MoT test.

Mervyn Pugh also warned the company that any further overloading convictions could result in the number of vehicles on its licence being drastically reduced, or even the loss of the licence altogether.

Mervyn Pugh said he did not want to knock the company off the road, but needed to be satisfied its vehicles were safe.
