Which of the following most accurately describes the problem?

It is an appalling commentary on the future of so-called civilisation in this country that London busmen run greater risk of assault between 4pm and 5pm, when children leave school, than at almost any other time of the day. The little dears specialise in slashing seats and writing on walls, contributing handsomely to London Transport's yearly bill of E1 1/2m for vandalism.

As part of the waron aggression London Transport is to spend nearly Elm this year on another 1 100 bus two-way radio sets, bringing to about 3500 the number of vehicles with these links. Apart from these measures, since off-duty police officers have been allowed to travel free, they have made many arrests and assaults have been reduced.

The greatest deterrent would, however, probably be really stiff sentences for thugs of all ages instead of patting them on the head and giving them a pound out of the till.
