TRANSPORT MINISTER Norman Fowler is looking for a best way to relax the licensing system to encourage the development of less conventional transport services and the growth of bus services run by private operators, particularly in rural areas.
He stated this in the Commons last week when he was urged by Richard Alexander (Tory, Newark) to help country people facing hardship because of worsening bus and other public transport provision.
