• A plan for implementing a system of road pricing — where car drivers would pay a fee for using congested roads in urban areas — was being discussed at a meeting of the EEC Council of Environment Ministers in Brussels on Wednesday.
Mr Geoffrey Rippon, Britain's Secretary of State for the Environment, was expected to support a suggestion that experts should meet before the middle of next year to compare the experiences of such charges in several towns on the Continent.
