Which of the following most accurately describes the problem?

NEARLY 100 local authorities have decided to oppose the proposed south-west area scheme for passenger transport. This was reported at a committee meeting of the southwestern area of the Omnibus Passengers' Protection Association, on Tuesday.

Many professional, commercial and trade organizations were taking up the fight energetically. The Cornish branch of the National Farmers Union was protesting vigorously.

Whilst Somerset County Council has decided that it has no observations to make at present upon the proposed scheme, Dorchester and Wareham and Purbeck Rural District Councils are to support measures of protest against it The Parliamentary committee of Somerset County Council stated that an area scheme would not be likely to be any more satisfactory than the present means for controlling passenger transport.
